Main Crime

Ever since the CCP began persecuting Falun Gong in 1999, the Jilin Provincial Procuratorate system, as a law enforcement institution, has sentenced many Falun Gong practitioners to prison.

In October 2019, Yin was appointed Deputy Chief Prosecutor, Acting Chief Prosecutor and Party Secretary of the Jilin Provincial Prosecutor’s Office. From 2020 to 2023, 327 Falun Gong practitioners in Jilin Province were sentenced, including 68 in 2020, 96 in 2021, 40 in 2022, and 123 in 2023. At least seven practitioners, including Mr. Jiang Yong, Ms. Wang Guiqin, Ms. Fu Guihua, Ms. Wang Qingwen, Ms. Yan Jing, Ms. Zhao Xin, and Ms. Sun Fengxian, were persecuted to death.

 

Select Death Cases

Ms. Fu Guihua Sentenced to Seven Years and Tortured to Death in Prison

Ms. Fu Guihua and her daughter, Ms. Yu Jianli, were arrested on August 15, 2019. They were sentenced to 7.5 years and 7 years in prison on February 26, 2021, respectively. They were transferred to Jilin Province Women’s Prison on May 27, 2021.

The mother and daughter were first held in quarantine on the first floor for two weeks. During that time, Ms. Fu was still very healthy and she constantly reminded Ms. Yu not to hold a grudge against the perpetrators.

Qian Wei, the head of the 8th ward, transferred Ms. Fu to the third floor, while Ms. Yu remained on the first floor. When Ms. Fu still refused to give up Falun Gong after spending 43 days in cell 310, Qian transferred her to the next room, 311, for more intensified persecution.

According to an insider, inmate Guo Lihua in cell 310 forced Ms. Fu to sit on a six-inch-tall stool with an uneven surface every day for more than 12 hours. She put a piece of paper between Ms. Fu’s legs and verbally abused her if the paper fell. Ms. Fu’s buttocks began to bleed and fester. The back of her pants was covered in stains.

Guo also forbade Ms. Fu from drinking water during the hot summer. Ms. Fu was so thirsty that it was difficult for her to eat. Only then would Guo give her a small sip of water. Some practitioners were so thirsty that they rushed out of the cell in the middle of the night and drank the water used for cleaning.

After Ms. Fu was transferred to room 311, inmate Lyu Xinmiao deprived her of sleep and continued to bar her from drinking water. Ms. Fu was only 55 when she passed away three days later.

Meanwhile, Ms. Yu was also subjected to torture, including sleep deprivation, sitting on the small stool for extended periods of time, and restricted restroom use.

Ms. Sun Fengxian Persecuted to Death in the Nong’an County Detention Centre

Ms. Sun Fengxian, a 65-year-old resident of Nong’an County, Jilin Province, was arrested with 21 other Falun Gong practitioners on July 15, 2020. She was sentenced to two years by the Dehui City Court on July 26, 2021.

She suffered a stroke in the Nong’an County Detention Centre at 4:30 p.m. on December 3, 2021. After she was taken to the hospital, the doctor operated on her with her family’s consent. The surgery lasted nearly five hours and the doctor said it was successful.

Ms. Sun remained in a coma afterward and was transferred to the Nong’an County Chinese Medicine Hospital on December 13. Her family was notified at 12:40 a.m. on December 15 that she was undergoing emergency treatment. She died around 1:30 a.m.

Ms. Wang Guiqin Develops Breast Cancer While Serving Time, Dies a Year Later

Ms. Wang Guiqin was arrested on June 18, 2020 and sentenced to two years and two months by the Chaoyang District Court in June 2022. While in custody, her health began to deteriorate and a lump formed in her right breast, which soon oozed pus and blood. She was taken to the hospital for a checkup on June 19, 2022 and was confirmed to have late-stage breast cancer. She had trouble lifting her right arm and often stayed awake at night due to the intense pain.

Ms. Wang’s family frequented the police station and the court to seek her immediate release, but to no avail. She wasn’t released until October 18, 2022, after serving her full term. After she returned home Ms. Wang’s condition continued to decline. Her right breast festered. She became emaciated and was in and out of coma. Her family took her to the hospital, but the doctor said her condition was beyond treatment. She passed away seven months later on May 8, 2023. She was 53.

 

Select Sentencing Cases

Ms. Hu Yulan Sentenced to Five Years in Prison

Ms. Hu Yulan, 74, was arrested on May 16, 2020, for distributing Falun Gong informational materials. She was detained in the Jilin City Detention Centre. The Changyi District Procuratorate later indicted her and moved her case to the Changyi District Court. She was sentenced to five years on September 10, 2020 and admitted to the Changchun Women’s Prison on November 2, 2020.

14 Falun Gong Practitioners, Including Seven from an Extended Family, Sentenced to Between 7 and 9 Years

Fourteen Falun Gong practitioners were arrested during a police sweep on August 15, 2019. They were tried in the Lishu County Court on September 28, 2020, and sentenced to prison on February 26, 2021.

Seven of them came from one extended family. Mr. Meng Xiangqi, 37, and his mother-in-law Ms. Fu Guihua (the first death case mentioned above), 55, were each sentenced to seven and a half years.

Mr. Meng’s father Mr. Meng Fanjun, 59; his sister-in-law Ms. Yu Jianli, 30; Ms. Yu’s husband Mr. Wang Dongji, 40; and Mr. Wang’s parents Mr. Wang Kemin, 69, and Ms. Wang Fengzhi, 69, were each sentenced to seven years.

The other seven practitioners were also given heavy terms. Mr. Jiang Tao, 46, was sentenced to nine years. Mr. Hou Hongqing, 49; Mr. Han Jianping, 58; Mr. Tan Qiucheng, 44; Ms. Zhang Shaoping, 51; Ms. Cui Guixian, 56; and Ms. Liu Dongying (who is the mother of Ms. Cui’s son-in-law), 55, were each sentenced to seven years.

Two other practitioners arrested on the same day were given probation while in the detention centre. Mr. Li Changkun, 77, was sentenced to three years with four years probation. Ms. Zhou Liping, 63, was sentenced to three years with five years probation.

Nong’an County, Jilin Province: Thirteen Falun Gong Practitioners Sentenced to Between 18 Months and 10 Years in Prison

Thirteen Nong’an County, Jilin Province residents were arrested during a police sweep on July 15, 2020. They were given up to ten years in prison on July 26, 2021, by the Dehui City Court.

Below are their sentences:

Ms. Zhang Xiuzhi, 64, was sentenced to 10 years.
Ms. Gao Xiaoqi, 56, was sentenced to 9 years.
Ms. Cai Yuying, 66, was sentenced to 9 years.
Mr. Feng Liqi was sentenced to 9 years.
Ms. Wu Dongmei, 50, was sentenced to 7 years.
Ms. Yu Jiaoru (Ms. Cai’s daughter), 34, was sentenced to 6 years.
Mr. Shan Weihe was sentenced to 6 years.
Mr. Lu Xiangfu was sentenced to 6 years.
Ms. Zhao Xiulan, 67, was sentenced to 5 years.
Ms. Sun Xiuying, 68, was sentenced to 4 years.
Mr. Zhang Jingyuan was sentenced to 2 years.
Ms. Sun Fengxian (the second death case mentioned above), 65, was sentenced to 2 years.
Ms. Dong Xiuhui was sentenced to 18 months.

Two Elderly Practitioners Sentenced for Talking to People about Falun Gong

Ms. Liu Yuhua, 70, and Ms. Yu Guilan, 74, of Tonghua City, Jilin Province, were arrested on February 13, 2022, for talking to people about Falun Gong. The police took their keys and raided their homes. Over 150,000 yuan in cash was confiscated from Ms. Liu’s home. Her computer, printer, and other personal items were also confiscated. The police seized 50,000 yuan in cash from Ms. Yu.

Both women were released on February 14, after the local detention centre refused to admit them after they failed the physical examination. The police, however, deceived Ms. Liu into going to the police station again on February 18 and arrested her. She has been held at the Changliu Detention Centre since then. Ms. Yu remained on bail.

The local court secretly tried both women and sentenced Ms. Liu to five years and Ms. Yu to one year with two years probation.
