From April 2020 to September 2023, at least 28 practitioners were persecuted to death and many more became injured or mentally disoriented due to the torture in custody.

As the director of the Heilongjiang Provincial Public Security Department, Li actively organised activities to slander Falun Gong and incite hatred against it. in April 2021, the Heilongjiang Provincial Public Security Bureau hosted a ceremony to celebrate the launch of the anti-cult education program at Heilongjiang University.
