The authorities in Guizhou Province rolled out a “zero out plan” in March 2020, in another attempt to force Falun Gong practitioners in the province to renounce their faith.
It was reported that the Political and Legal Affairs Committee (PLAC) in Guizhou issued an order to completely “transform” all practitioners between 2020 and 2023.
Their order was based on a document (No. 101) released by the central PLAC in Beijing, titled “On the Issue of Reducing the Number of Falun Gong Practitioners.”
The Chinese Communist Party has been persecuting Falun Gong, an ancient spiritual and meditation discipline, since July 1999. The PLAC, an extra-judiciary agency that oversees state security, the procuratorate and court system, has played a central role in the persecution.
Given the order from the Guizhou PLAC, the police and staff members from residential committees have been visiting every practitioner on their list and threatening them to sign statements to renounce their belief in Falun Gong.
The order states that any practitioner who refuses to sign the statement risks having their children’s jobs or college admission affected and their employers will be required to assist in the “transformation” campaign. If the practitioners still refuse to give up their faith after the above measures, they will be sent to brainwashing centres for further “education.”
Several residential committee staff members in Tongren City harassed Ms. Huang Fadi on March 11. Her grandson was forced to sign the renunciation statement on her behalf. The staff members also threatened to stop by Ms. Huang’s home every month from then on.
The authorities in Tongren City also harassed Mr. Deng Heyou several times between March 12 and 22 and attempted to force him to sign the statement. They took pictures of Mr. Deng and intimidated his family. He has refused to betray his belief.
