(Minghui.org) July 20, 2023 marks 24 years since the Chinese Communist Party (CCP) began to suppress Falun Gong. Falun Gong practitioners in 44 countries submitted another list of perpetrators to their respective governments, urging them to hold these individuals accountable for the persecution of Falun Gong in China.
The practitioners asked their governments to bar the perpetrators and their family members from entry, and to freeze their overseas assets.
Among the perpetrators listed was Xue Changyi, deputy chief prosecutor of the Henan Provincial Procuratorate.

Main Crime
Since the CCP launched the persecution of Falun Gong in July 1999, Xue Changyi has held important, long standing positions in the procuratorate and directly oversaw the persecution.
After Xue took office as the chief prosecutor of the Nanyang City Procuratorate in March 2014, he has done everything within his power and authority to implement the CCP’s policy to persecute Falun Gong. In a public speech, Xue slandered Falun Gong and commanded procuratorates at all levels to “crack down on cult organisations.”
On April 9, 2021, Xue stated in his work report that, since May 2020, he has “made every effort to do… the anti-cult work, approving the arrests of 21 people (Falun Gong practitioners) and indicted another 106.”
During his tenure, many Falun Gong practitioners in Nanyang City were sentenced. Mr. Feng Zhongxian and Mr. Li Wenran died as a result of persecution.
Select Persecution Cases
Mr. Li Wenran Wrongfully Sentenced and Dies from Mental Distress
Mr. Li Wenran of Nanyang City was arrested and had his home raided without a warrant on May 15, 2019. He was sentenced to eighteen months in 2020. After the detention centre refused to admit him due to his poor health, he was put on residential surveillance and occasionally ordered to attend brainwashing sessions. He succumbed to the mental distress and passed away on January 25, 2022. He was 79.
41 Falun Gong practitioners Sentenced to up to 13 years, Mr. Feng Zhongxian Tortured to Death
In early April 2019, ordered by the Nanyang Political and Legal Affairs Committee, the 610 Office, and the Public Security Bureau of Henan Province, the police in Nanyang organised a massive arrest of all local Falun Gong practitioners and began monitoring them.
In July, the police began to visit practitioners at their homes. They asked for their household registrations and ID cards, and took photos of their family members.
On the afternoon of August 29, all the officers involved in the planned arrest were called in and assigned specific tasks. They had to turn in their mobile phones and were not allowed to contact anyone before the arrests began at 10 p.m. Over 160 practitioners were arrested between August 29 and 31, 2019, including retired directors, elementary school teachers, dentists, and engineers. About 130 practitioners’ homes were ransacked.
Mr. Feng Zhongxian was arrested on August 30, 2019. He was handcuffed overnight at the police station but was released the next day due to his poor health. He died 3 months after returning home. He was 70.
On August 11, 2020, the Wancheng District Court of Nanyang City tried 27 practitioners. The judge appointed lawyers to enter guilty pleas for the practitioners. The judge sentenced them to up to 13 years on December 30, 2020, with a total fine of nearly half a million yuan.
Seventeen practitioners were ordered to serve time in prison:
Zhao Peiyuan was sentenced to 13 years with a 50,000-yuan fine.
Wang Wei was sentenced to 9 years with a 40,000-yuan fine.
Pan Dongxing was sentenced to 8 years with a 30,000-yuan fine.
Lai Guimin was sentenced to 7 years and 8 months with a 30,000-yuan fine.
Sun Tongren was sentenced to 7 years with a 40,000-yuan fine.
Wang Xiaobi was sentenced to 7 years with a 30,000-yuan fine.
Liang Zhaofang was sentenced to 4.5 years with a 30,000-yuan fine.
Wen Jianhua was sentenced to 4 years with a 20,000-yuan fine.
Tan Bo was sentenced to 4 years with a 20,000-yuan fine.
Li Jierong was sentenced to 3 years with a 20,000-yuan fine.
Chen Tao was sentenced to 3 years with a 20,000-yuan fine.
Li Xiaoling was sentenced to 2 years with a 20,000-yuan fine.
Dong Ju’an was sentenced to 2 years with a 10,000-yuan fine.
Wang Yinglin was sentenced to 1 year and 10 months with a 10,000-yuan fine.
Wang Qin was sentenced to 1 year and 3 months with 10,000 yuan fine.
Wang Jingrui (Wang Wei’s sister) was sentenced to 1 year and 3 months with a 10,000-yuan fine.
Wang Lianfeng was sentenced to 1 year and 3 months with a 10,000-yuan fine.
Nine practitioners were sentenced but were given probation. They do not have to serve the specified sentences in prison unless the probation conditions are violated during the specified probation periods.
Yang Fengdong was sentenced to 3 years with 5 years probation and was fined 20,000 yuan.
Ge Fengzhi was sentenced to 3 years with 4 years probation and was fined 20,000 yuan.
Wang Zhiqing was sentenced to 3 years with 4 years probation and was fined 20,000 yuan.
Fang Baojun was sentenced to 3 years with 3 years probation and was fined 20,000 yuan.
Liu Yuanzhen was sentenced to 2 years with 2 years probation and was fined 5,000 yuan.
Song Henglin (husband of Wang Lianfeng) was sentenced to 1 year with 1.5 years probation and was fined 5,000 yuan.
Qin Zhiwei was sentenced to 10 months with 1-year probation and was fined 3,000 yuan.
Liu Huixia was sentenced to 7 months with 1-year probation and was fined 3,000-yuan.
Diao Gaichun was sentenced to 7 months with 1-year probation and was fined 3,000 yuan.
It is not known what Liu Tianyu’s sentence is.
In March 2021, 14 Falun Gong practitioners were sentenced by various district courts in Nanyang City. The sentences ranged from 9 years in prison to 2 years of probation.
The cumulative fines totaled 190,000 yuan:
He Ximei was sentenced to 9 years.
Cao Ailan was sentenced to 8 years.
Wang Tiezhuang was sentenced to 7 years.
Tie Linfeng (He Ximei’s husband) was sentenced to 4 years.
Han Lanying (nearly 80 years old) was sentenced to 4 years.
Li Meiyu was sentenced to 4 years.
Zhang Yulian was sentenced to 3 years and 5 months.
Yuan Xifeng was sentenced to 3 years.
Kui Yingxiang (male, over 80) was sentenced to 3 years.
Zhang Xibin (male, 80 years old) was sentenced to 3 years.
Yuan Daling was sentenced to a three-year probation.
Jia Jingan was sentenced to a three-year probation.
Liu Furong was sentenced to a three-year probation.
Wei Jie was sentenced to a two-year probation.
Mr. Kui Yingxiang, in his 80s, fainted when he was tortured in the Nanyang City Detention Centre. He was taken to the hospital for resuscitation.
Mr. Wang Tiezhuang, the former director of the Nanyang City Industrial and Commercial Bureau in his 70s, was previously sentenced to three years in the Henan Province No. 3 Forced Labor Camp before his latest sentencing. The labor camp guards tortured him by tying him up tightly. They also incited inmates to torture Mr. Wang by brushing his anus with a toothbrush and then forcing Mr. Wang to use the blood-laden toothbrush to brush his own teeth.
