(Minghui.org) Falun Gong, also known as Falun Dafa, is a spiritual practice based on the principles of Truthfulness-Compassion-Forbearance. The Chinese Communist Party (CCP) has been persecuting the practice since July 1999. Yuan Shuqian, the director of the Shijiazhuang City Brainwashing Centre in Hebei Province, has actively participated in the persecution. Details of his crimes are presented below.

Main Crimes
Yuan Shuqian actively persecuted Falun Gong when he was a police officer at the Shijiazhuang City Forced Labor Camp. After he was promoted to become the director of the Shijiazhuang City Brainwashing Centre in 2001, he was responsible for inventing various torture methods to persecute Falun Gong practitioners. He was personally responsible for persecuting Mr. Tao Hongsheng to death when he was still an officer at the Shijiazhuang Forced Labor Camp.
According to information collected by Minghui.org, Yuan started arresting Falun Gong practitioners in August 2001 and held them in the brainwashing centre. The detention terms varied from a few days to three months, and some practitioners were detained for up to a year. Yuan often issued arrest quotas and extorted money from practitioners or their workplaces as “tuition” for the brainwashing sessions.
Some of the methods that he has invented included force-feeding practitioners with water to suffocate them while punching their stomachs, force-feeding practitioners with alcohol, and writing words that slandered Falun Gong on the practitioners’ bodies.
From 2001 to April 2014, at least 600 practitioners were held or tortured in the brainwashing centre with 357 of their names being verified. At least three of these practitioners were persecuted to death and four have become mentally disabled.
The following is an overview of persecution cases perpetrated by Yuan Shuqian.
Deaths
Ms. Yuan Pingjun was manning a sewing booth in the market on August 2, 2010, when local neighborhood committee staffers brought police from the Ning’an Street Police Station to arrest her and take her to the brainwashing centre. Nine days later, on August 11, Ms. Yuan’s husband, Mr. Zhang Yundong, was notified of her death while he was at work.
Mr. Zhang saw his wife’s body hours later. He noted a bloody hole on the back of her skull. The body was cold. He asked how she died. The guards said she fell from the fifth floor but later changed the narrative by claiming that she committed suicide by breaking a window with a DVD player and then jumping to her death. They claimed that the DVD player caused the hole in her head. The officers forcibly took Ms. Yuan’s body to the funeral home and closely guarded it, not allowing her family to get close.
Plainclothes officers were assigned to watch her husband and 21-year-old son, not allowing them any contact with others. Later, a representative from the Ning’an Street Police Station talked with her husband and son, offering to pay them 100,000 yuan to “settle the case.” Ms. Yuan’s body was cremated on August 22. She was 45 when she died.
Mr. Yang Yun was a staff member at the Hengshui engineering sector of Shijiazhuang Railroad. He started to practice Falun Gong in 1996. Before he took up Falun Gong, he had heart disease, lung problems, bronchitis, and many other ailments. He was also allergic to more than 20 kinds of food.
Mr. Yang was arrested on March 1, 2002, and taken to the Hebei Province Brainwashing Centre for persecution. From 8:00 a.m. to midnight, the police took turns brainwashing him. They tortured him until he could not breathe and his whole body turned purple. His face was pale, and he sweated profusely. The next afternoon, Mr. Yang was picked up by someone from his workplace. However, the severe torture in the brainwashing centre took a toll on his health. He passed away just weeks later, on April 19, 2003, at the age of 42.
Mr. Tao Hongsheng worked at the Hebei National Security Office. On December 25, 1999, he was given three years of forced labor. Yuan was in charge of transforming Mr. Tao and locked him in a solitary confinement room for nearly two months.
As the food in the forced labor camp was unhygienic, many practitioners started having diarrhea beginning in August 2000. Mr. Tao had diarrhea every day and had blood in his stools. He could not eat and developed breathing difficulties. He gradually became weaker and was taken to the hospital. Although the guards released him on medical parole on September 17, he passed away three days after returning home. He was 46.
Mentally Disabled
Ms. Li Huiyun, 51, was an associate professor of Electrical Engineering at Hebei University of Science and Technology. Her patent won numerous awards at exhibitions in Germany, Hong Kong, and other places in 2003.
In 2001, Ms. Li was arrested and taken to the brainwashing centre.
On February 24, 2004, Ms. Li and her husband were again taken to the brainwashing centre. She was deprived of sleep for days and burned with cigarettes. The guards often beat her while she was handcuffed to a chair and repeatedly slapped her face. She was tortured for five nights without sleep. She was forced to sit for four hours in the full lotus position. Two men tortured her by hitting her on the head repeatedly and burning her with cigarettes.
During this period, Ms. Li was taken to a psychiatric hospital, where she was injected with large doses of drugs that damaged her nervous system, causing her to develop thoughts of committing suicide.
She was later transferred to the Shijiazhuang Labor Camp on August 10, 2004 to serve a two-year term.
As she refused to renounce her faith, the police declared Ms. Li psychologically disordered and took her to a psychiatric hospital. During the two-month detention, she was injected with large doses of nerve-damaging drugs, which caused a general lack of strength and made her faint. As a result of the continued psychiatric torture, Ms. Li became mentally disabled.
Ms. Zhou Wenli (also known as Zhou Wensheng), about 40 years old, worked at the third workshop in the Ouyi Pharmaceutical Company. In the summer of 2002, she was taken to the brainwashing centre where she was humiliated and deprived of sleep for at least eight consecutive days. She was forced to watch propaganda that denounced Falun Gong and write guarantee statements saying that she stopped practicing Falun Gong.
Not long after her release, Ms. Zhou was taken to the brainwashing centre again. Before the session ended, she was tortured to the point of mental collapse and taken to a mental hospital. The medical expenses amounted to 8,000 yuan. After she recovered, her workplace did not allow her to work. Ms. Zhou was later repeatedly hospitalised due to the mental trauma she experienced.
Ms. Wang Suzhen
Ms. Wang Suzhen, in her 70s, was taken to the Shijiazhuang City No. 1 Detention Centre in 2001. A month later, she was transferred to the forced labor camp but was refused admission as she didn’t pass the physical exam. The authorities took her to the brainwashing centre and held her there for two months, where she suffered a mental collapse. At that time, her elderly mother who was in her 80s and her grandchild were struggling in their day-to-day living.
Ms. Wang Yuying
Ms. Wang Yuying, in her 50s, was taken to the brainwashing centre in late October 2002. She was released two months later but was mentally disabled for a period of time. She had severe insomnia and could not work normally.
Injected With Unknown Drugs
Officers from the Qingyuanjie Police Station of Shijiazhuang, Hebei Province arrested Mr. Hua Fengxiang at his home in May 2007. The police did not tell his family where he was being taken.
When Mr. Hua was taken to the Hebei Province Brainwashing Centre, he kept shouting “Falun Dafa is good!” Yuan said to him, “You will no longer shout after I give you a shot.” Yuan ordered other personnel to stuff Mr. Hua’s mouth with a towel and forcibly injected him with an unknown drug. Gradually, Mr. Hua’s health deteriorated. He moved slowly and had difficulty walking. His spine became distorted and his neck became stiff.
Forced-feeding and Torture
Ms. Qie Lili, born in 1978, was an elementary school teacher from Xili, Shijiazhuang City. She was taken to the brainwashing centre in April 2002 where she was deprived of sleep for 12 consecutive days, and force-fed with hot liquor and water twice each day. During force-feeding, her head was held against the back of a chair, her hair was pulled back and her nose pinched. She was so brutalized that she couldn’t move her neck after being force-fed.
The authorities grabbed her hands to force her to write the guarantee statements. They also tied her up, smoked cigarettes next to her and blew the smoke in her face, in defiance of Falun Gong, which prohibits smoking.
They played music from another kind of Qigong practice and applied pungent paste in her eyes. One perpetrator pulled on her nose and ears until they were badly swollen, and also wrapped her eyes with a towel so tightly that her eyes were swollen and she couldn’t open them. Another person beat her while pulling her ears, and pinched her arms until they were black and blue. He once tortured her continually for 4 hours.
Someone who specialised in Chinese medicine massage always pinched her acupuncture points, causing terrible pain without leaving any mark. He told people that it was he who came up with almost all the torture ideas. Another person applied pungent paste medicine in Ms. Qie’s eyes and beat her with clothes hangers. The torture lasted one month until she reluctantly renounced her faith due to the pressure.
Ms. Zhang Yun was a senior police officer at Luquan Prison in Hebei Province. When her two-year labor camp term ended on August 24, 2008, instead of releasing her, the authorities transferred Ms. Zhang, who was extremely weak due to torture, to the brainwashing centre. The excuse for the transfer was that Beijing was about to host the 2008 Olympic Games.
In the brainwashing centre, Ms. Zhang was deprived of sleep for two weeks. The guards rubbed mustard oil on her eyes, used an implement to tickle her nose, ears, and eyes, and shook her arms continuously. They pulled on her arms if she closed her eyes.
Ms. Zhang was often extremely dizzy, but the guards didn’t allow her to sit down. She was also ordered to walk around without stopping. After midnight, she passed out and fell to the ground. When she came to, the room was full of guards. Her mouth was full of blood. Her front teeth were loose and her gums were receding.
She questioned them, “If I die, what would you tell my family?” One guard replied, “That’s easy. We’ll just say you died of a stroke.” Another guard said, “We’ll have a show on TV about how you committed suicide.”
On December 24, 2008, Yuan and four guards held Ms. Zhang down, forcing her to drink liquor. Yuan and another guard pushed the picture of Master Li, founder of Falun Gong, underneath her foot and hip, and forced a pen into her hand to write words insulting Master Li. This abuse caused her to vomit and she was unable to eat anything for three days, leaving her sick to her stomach and dizzy for quite a while. This ongoing torture lasted eight months.
Mr. Jiang Fan
Mr. Jiang Fan, in his 30s, was an employee at Huasheng Company of North China Pharmaceutical Group. After he began practicing Falun Gong, he was praised by his colleagues for his work. In December 2001, Mr. Jiang was taken to the brainwashing centre and tortured for more than four months. He was subjected to humiliation, sleep deprivation, force-feeding (including with food and water), burning of the hands, and electric shocks. He was also not allowed to use the restroom. As a result of the torture, he was bruised all over, he was unable to use his four limbs, his hand was injured, and he had a ruptured eardrum.
Mr. Ding Lihong was a train operator for Shijiazhuang Railway and lived in the Jianming Area of Shijiazhuang. In February 2002, Mr. Ding was arrested and taken to the brainwashing centre. He was interrogated by six groups of police officers for 24 hours non-stop.
To force him to renounce Falun Gong, the officers twice deprived him of sleep, the first time for ten days and a second time for fifteen days. The officers used various means to prevent him from falling asleep, such as punching his forehead, hammering his thighs, twisting his ears, separating his eyelids, and hitting his head with anything they could grab. He was often force-fed with a high concentration salt brine and alcohol. His legs and feet became swollen as a result.
Mr. Ding managed to escape from the brainwashing centre after two months. However, he was arrested again and was tortured to death in November 2002.
Ms. Yang Miao
Ms. Yang Miao was employed by the Advanced Technical School in Shijiazhuang City. In 2001, she was force-fed twice and humiliated when she was detained at the Shijiazhuang No. 2 Detention Centre for 30 days. She was later sent to the Shijiazhuang Forced Labor Camp for a year where Yuan tortured her with electric batons, sleep deprivation, and tying her up with ropes.
In May 2010, Ms. Yang was sent to the brainwashing centre and she went on hunger strike for five days and five nights. A week later, she went on a hunger strike again for five days and five nights. She became weak and her legs became swollen. In July, she went on a hunger strike for over 20 days and was force-fed about six times. She suffered severe weakness, blurred vision, and low blood pressure.
Ms. Wang Bo and her parents started practicing Falun Gong in 1996. The then-18-year-old Ms. Wang was admitted to China’s Central Music Conservatory in 1999. However, she was sent to a forced labor camp in 2000 and tortured for upholding her faith. She was later sent to the brainwashing centre. The authorities refused to let her and her family off because she knew that one of the self-immolators from the Tiananmen Square Self-Immolation Hoax was not a Falun Gong practitioner, having been her college classmate.
The authorities tried all ways to persecute the family in order to cover up the self-immolation hoax. Ms. Wang’s father, Mr. Wang Xinzhong, was an official at the Shijiazhuang City Railroad Bureau Maintenance Section. From January to May 2002, Mr. Wang was detained in the brainwashing centre and deprived of sleep.
After Ms. Wang succumbed to the pressure and renounced her faith in Falun Gong, the authorities allowed her to resume school but assigned a police officer to follow her 24 hours a day. She was taken to the Hebei Capital Brainwashing Centre during school holidays.
A few years later, Ms. Wang and her parents escaped and recorded a video and sent it to an overseas media outlet. The video explained the persecution that Ms. Wang and her family had endured.
The family was arrested in Dalian City, Liaoning Province on July 28, 2006, and sent to the brainwashing centre in Hebei Province again. Ms. Wang’s relatives hired six lawyers to defend the whole family, but to no avail. They were later sentenced to prison terms ranging from three years to five years on fabricated charges.
Ms. Feng Xiaomei, a senior engineer, was arrested and taken to the brainwashing centre in May 2009. During a conversation with Yuan, Yuan said, “Because you found defense lawyers for Wang Bo and other practitioners in Shijiazhuang, you are now our top target. The higher-ups have been determined to arrest you and ‘transform’ you.”
Ms. Feng went on a hunger strike to protest the persecution. When her family and lawyer went to the brainwashing centre, Yuan deceived them and said that Ms. Feng has been taken away by the Domestic Security Division. He added that Ms. Feng decided to go on hunger strike herself and the brainwashing centre wouldn’t bear any responsibility for her if anything happened.
Mr. Zhang Shuangpai from Wuji County had been arrested, detained more than 10 times, and given forced labor terms twice. Once, he was tortured, beaten, and deprived of sleep during his seven months at the Dingzhou Detention Centre. The metal shackles on his legs cut into his flesh.
Mr. Zhang was taken to two more detention facilities, where he was held for a total of seven months before being transferred to the brainwashing centre, where he was forced to sit in the full lotus position and tied to a chair for two hours. When he was being tortured, the guards placed Falun Gong books under his buttocks to mentally torment him.
On July 17, 2015, the 74-year-old Mr. Zhang was arrested again by Yuan and a group of officers. He was taken to the brainwashing center and detained for 22 days.
Ms. Di Jianxin
Ms. Di Jianxin was in her 40s when she was arrested in 2003 and taken to the brainwashing center. During her four-month detention there, she was deprived of sleep for five days and force-fed. In 2011, she was arrested again and detained in the brainwashing center for more than two months. Yuan instructed the guards to threaten Ms. Di and brainwash her. The persecution caused her to lose her appetite. She kept vomiting and had symptoms of hypoglycemia. She became very weak.
Mr. Liu Lifeng, who has a law degree, worked in the Hebei Province government. When he was held at the brainwashing centre, the guards did not allow him to sleep for ten days. They put mustard oil in his eyes and did not allow him to go to the restroom. Several guards forced him to sit in the lotus position for a long time. When he still refused to renounce Falun Gong after all torture methods were exhausted, the guards took him to the forced labor camp next door.
Ms. Mi Xiaozheng, a native of Shijiazhuang City, was a student in the Department of Architecture at Chongqing University. In the summer of 2002, Ms. Mi was arrested and taken to the Shijiazhuang Brainwashing Centre in Hebei Province. There, she suffered a series of tortures: Yuan poured alcohol and another guard put safflower oil in her eyes while pinching her nose. They pinched her earlobe and arms, stuck paper strips on her face, wrapped her head with a towel, pulled her ears, blew soap powder on her face, and did not allow her to use the restroom.
In April 2005, the then-27-year-old Ms. Mi was detained at the brainwashing centre again. She went on a hunger strike for two months and was force-fed for two weeks. She was also often slapped in the face. The guards forced her to sit in the lotus position for more than two hours and sexually harassed her during the time. They also ordered her to write statements to renounce Falun Gong and deprived her of sleep for 10 days when she refused to comply.
Ms. Ding Liyan from Tongliao, Inner Mongolia, was not allowed to sleep for eight days and nights when she was held at the brainwashing centre. When the police realised she would not give in and renounce Falun Gong, they resorted to even more brutal torture methods, including force-feeding her alcohol, beatings, not allowing her to go to restroom, and writing slander about Falun Gong and Master Li on her face, arms, and hands.
Ms. Xi Shujun
Ms. Xi Shujun was an associate professor at the Institute of Education Science in Hebei Province Normal University. In November 2001, she was arrested and detained at the brainwashing centre. Her mother passed away after being dealt the blow of her arrest, yet the guards didn’t allow her to attend her mother’s funeral.
Ms. Liu Tao holds an associate’s degree and was a resident of the Tangu District in Shijiazhuang City. Ms. Liu, then in her 30s, was forced to jump from the 4th floor of a building in a desperate attempt to escape being tortured again in the Shijiazhuang Forced Labor Camp. She sustained severe injuries, and was in critical condition. However, the No.1 Unit of the labor camp ignored her plight and refused to provide any medical treatment. She was instead sent to the brainwashing centre and detained for 19 days. Afterward, she was taken back to the forced labor camp and given a three-year term. The labor camp extended her term when it was up.
Mr. Liu Yonghong, was 33 years old and an engineer at the Shijiazhuang Research and Design Institute, Coal Industry Department. He was surrounded by the police at his home on March 30, 2003. In an attempt to escape, he jumped from the 5th floor and broke his leg. However, the 610 Office had him sent from the hospital directly to the brainwashing center while still on crutches. A policeman used a pair of pliers to crush his fingers when he was in the police station.
Ms. Qiu Liying was a quality inspector for the Shijiazhuang Oil Refinery. She was given three years of forced labor in November 1999, and the term was later extended by three months. In January 2003, she was transferred to the brainwashing centre and detained for one year where she was subjected to torture. She returned home in January 2004.
On February 25, 2012, Ms. Qiu was arrested again and detained in the Shijiazhuang No. 2 Detention Centre for a month and later transferred to the brainwashing centre. She was subsequently sentenced to 2.5 years.
A Practitioner from Dongfang Thermal Power Plant No. 4
A practitioner (name and gender not known) from the Dongfang Thermal Power Plant No. 4 was once tied to a bed by Yuan and other guards for refusing to be “transformed.” The ropes went round their body a few times, including their neck. The practitioner’s mouth was stuffed with two chopsticks said to “prevent suicide.”
