Falun Gong urges Australia to deny Chinese Minister of Commerce entry for APEC on torture claims

¨Help End the Persecution of Falun Gong and Bring Perpetrators to Justice¨

The Falun Dafa (Falun Gong) Association of NSW is urging the Minister of Immigration
and Citizenship, Kevin Andrews, to deny Chinese Commerce Minister, Bo Xilai,
entry to Australia. He is expected to arrive in Sydney on 5 September for the
APEC forum.

Bo Xilai has been sued by Australian citizen Mr Yu Pan in the NSW Supreme Court
for crimes against humanity. Mr Yu Pan was tortured with 40,000 volt electric
batons and nearly killed in Longshan detention centre, Liaoning Province in
2000 because of his belief in Falun Gong.

During this time Bo Xilai was the Governor of Liaoning Province, where he played
a pivotal role in the campaign of persecution directed towards Falun Gong practitioners.
At least 341 cases of deaths of Falun Gong practitioners have been confirmed,
which places Liaoning Province with the fourth highest deaths in China.

"All persons entering Australia are subject to the character test defined
in s501 of the Migration Act. Human rights criminals such as Bo Xilai should
be placed on the department’s Movement Alert List and if the character test
is applied unequivocally then Bo should be denied entry to Australia,"
said John Deller, President of the Falun Dafa Association of NSW.

"We may value trade with China, but trade cannot be bought at the expense
human rights nor should we sacrifice our beliefs or tarnish our cherished freedoms.
If Bo Xilai is allowed to enter Australia again, it raises serious concerns
for the safety of Australians and the morality of our community."

Former Chinese communist leader and initiator of the persecution of Falun Gong,
Jiang Zemin, has also been sued in the NSW Supreme Court for torture of Australian
artist, Ms Zhang Cuiying. On 24 July 2007, the Department of Foreign Affairs
and Trade effected service of legal documents on the defendants in China.

Defendant BO Xilai is a citizen and resident of the Peoples’ Republic of China,
and currently serves as Minister of Commerce of the People’s Republic of China.
From February, 2001, until February, 2004, when he was appointed to his current
position, Defendant BO served as the Governor of Liaoning Province of the People’s
Republic of China, where the Longshan Forced Labor Camp and other Labor Camps
used to house Falun Gong practitioners are located, and where some of the most
brutal human rights violations aimed at suppression and elimination of Falun
Gong have taken place. Prior to that time, Defendant BO served as the Mayor
of Dalian City in Liao Ning Province, and in September, 1999 he was appointed
the Standing Member of Communist Party of China (CPC) Committee and later as
the Deputy Secretary of (CPC) Committee for Liao Ning Province. In those capacities
he played a pivotal role in the campaign of persecution directed towards Falun
Gong practitioners.

Liao Ning Province is one of the provinces in China where the persecution of
Falun Gong is the most severe. As of December, 2003, it has been verified that
at least 90 practitioners were tortured to death. By March 2006, at least 341
cases of deaths of Falun Gong practitioners from Liao Ning Province as a result
of persecution have been confirmed, which places the Liao Ning Province at the
4th place across China. The persecution of Falun Gong practitioners in Liao
Ning Province is very severe and the means used in the persecution are extremely
cruel. There are strong reasons for believing that these figures are just the
tip of the iceberg due to the extremely tight blockade on the outflow of information
of such nature from China.

On March 31, 2006, Australian Falun Gong practitioner Pan Yu filed a lawsuit
with the Supreme Court of NSW against Chinese Commerce Minister Bo Xilai for
committing crimes of torture during his term of Mayor of Dalian City, Deputy
Secretary of Liaoning Provincial Communist Party committee and Governor of Liaoning
Province. Bo was served with the Summon of the Sydney Supreme Court on April
2, 2006.
